Krasnoyarsk Region:
The Krasnoyarsk Territory is considered one of the main large industrial regions of Russia. The industries were formed in the early 50s of the 20th century, when production facilities were built to solve strategic government problems. At the moment, the issue of environmental safety is quite acute. In Krasnoyarsk, during the winter period, a regime of unfavorable meteorological conditions is often declared, which is popularly called “Black Sky”. The phenomenon implies that due to the lack of wind, there may be an accumulation of harmful substances in the atmosphere.
During this period, residents are advised not to go outside unless absolutely necessary and to ventilate their apartments less often.
“Today, the issue of improving the quality of atmospheric air in the Krasnoyarsk Territory is under special control. Since 2018, the cities of Krasnoyarsk and Norilsk have been participating cities in the federal project “Clean Air” of the national project “Ecology”. To achieve the goals of the federal project, comprehensive action plans have been developed and are being implemented to reduce emissions of pollutants into the air, approved by the government of the Russian Federation (hereinafter referred to as comprehensive plans).”, – the Minister of Ecology of the Krasnoyarsk Territory told FederalPress Vladimir Chasovitin.
In the Krasnoyarsk Territory, the air condition is influenced by many factors – emissions from metallurgical enterprises, coal thermal plants, small and medium-sized businesses, emissions from motor vehicles, and stove heating from the private sector. In Krasnoyarsk itself, the situation is aggravated by the natural and climatic features of the territory and the Yenisei, which does not freeze in the cold season, the department explained.
The Ministry said that to reduce emissions, industrial enterprises are carrying out environmental modernization of their production facilities. We are talking about LLC SGK, JSC KREVRZ, JSC RUSAL Krasnoyarsk, LLC Krasnoyarsk Cement, JSC Krasnoyarsk Synthetic Rubber Plant, LLC KraMZ, JSC Krastsvetmet, LLC LPZ Segal and JSC Sibagropromstroy, JSC NPP Radiosvyaz and JSC “Asphalt concrete plant”.
Heating without coal and environmentally friendly transport:
To improve the environmental situation in Krasnoyarsk, private houses are being switched to more environmentally friendly types of heat supply. Thus, in 2024, 180 households in the city were switched to gas heating. It is planned that by the end of the year, another 105 houses will be connected to gas heating.
Some houses are switching to electric heating; in 1115, automated solid fuel boilers with high environmental efficiency will be installed. The issue of installing pellet boilers in the homes of Krasnoyarsk residents is being considered.
“Another area of work within the framework of the implementation of the comprehensive plan is the renewal of the rolling stock of public transport. Thus, within the framework of the national project “Ecology”, 65 trolleybuses, 25 trams, 20 electric buses and 3 charging stations for them were purchased for Krasnoyarsk. Eco-friendly transport runs along the streets of the regional capital”, the department explained.
According to the Ministry of Environment, there are results of comprehensive work: the total volume of emissions of pollutants into the atmospheric air of Krasnoyarsk has been reduced by 12.14% (15,276.80 tons).
“By 2026, the total planned volume of emissions into the atmospheric air should be reduced by 25.4 thousand tons (20.2% of the 2017 level). The required amount of financing for the implementation of the comprehensive plan is 59.4 billion rubles, including 5.1 billion rubles from the federal budget. Most of the funding comes from investments from industrial enterprises (54.3 billion rubles).”,” the minister clarified.
Billions are spent on the environment:
3.4 billion rubles have been allocated from the regional budget for the development and improvement of the environment in the region. The funds are calculated for 2025–2027. They plan to use this money to monitor air quality, remove all unauthorized dumps and carry out additional measures in the field of waste management.
Kuzbass:
Another largest industrial center of Siberia is Kuzbass. The region is home to a large number of industrial enterprises, coal mines and mines. The environmental issue is most acute in cities such as Novokuznetsk, Prokopyevsk, Leninsk-Kuznetsky and Belovo.
“Kuzbass is a large industrial region where mineral extraction is carried out using both open and closed methods, which creates a certain anthropogenic load on the environment. In the current conditions, solving emerging environmental problems is of paramount importance for the Kuzbass government and is under the personal control of the Kuzbass governor.”, – the Minister of Ecology of the Kemerovo Region told FederalPress Oleg Ivlev.
The region has a program “Clean Coal – Green Kuzbass”, according to which a roadmap for Kuzbass has been formed for the transition of enterprises to the principles of using the best available technologies. Thus, coal enterprises have reduced emissions over the past five years by more than 20%, and the volume of polluted wastewater discharge has decreased by almost 90%.
The department explained that work continues in the region to close old low-power boiler houses, and houses are connected to more powerful and modern heat sources. In total, in 2002–2023, 609 boiler houses were built and reconstructed in Kuzbass, and 482 boiler houses were closed.
To improve the environmental situation and provide favorable, comfortable and safe living conditions for the population in the Kemerovo region – Kuzbass, since 2018, the federal project “Clean Air” has been implemented in Novokuznetsk, within the framework of which active work is being carried out to modernize equipment, gasify residential buildings in the private sector of Novokuznetsk and updating public transport.
“Thanks to the measures taken, by the end of 2023, the total volume of pollutant emissions decreased by 38.7 thousand tons, emissions of hazardous pollutants decreased by 27.7 thousand tons compared to 2017 levels. By the end of 2026, it is planned to achieve targets to reduce the total volume of pollutant emissions by more than 83 thousand tons and reduce hazardous pollutants by more than 51 thousand tons. Since September 2024, the city of Kemerovo has joined the cities participating in the federal project.”“, the minister explained.
In Kuzbass, work is actively underway to interact with industrial enterprises to reduce emissions of pollutants into the air, the Ministry of Ecology added.
“So, in 2023, emissions of pollutants decreased by more than 18% compared to 2019 (in 2019 – 1830.2 thousand tons; in 2020 – 1678.9 thousand tons; in 2021 – 1667.8 thousand tons; in 2022 – 1655.7 thousand tons; 2023 -1493.8 thousand tons)”,” the department said.
One of the most pressing problems not only in Kuzbass, but also in Russia as a whole remains unauthorized landfills – this is the spontaneous storage of waste that occurs without complying with regulatory requirements. Unauthorized landfills create many problems both for the residents of the region and for the environment. They become a source of air, soil and water pollution.
The technical and biological stages of reclamation of the largest landfill have now been completed. The implementation of the project will help improve the quality of life of more than 500 thousand Kemerovo residents.
A lot of money is allocated for the environment, and not only from the regional budget
6.5 billion rubles were allocated from the federal budget to carry out work on the implementation of the “Clean Air” project for citywide activities of a comprehensive plan.
More than 13 billion rubles were transferred to improve the work of industrial enterprises.
More than 70 million rubles were allocated from the federal budget for the implementation of the national project “Ecology” in 2022–2024, including more than 50 million rubles from the federal budget and more than 20 million rubles from the consolidated budget of the region.
Ecological transport was purchased in Novokuznetsk, and this year the construction of the western bypass (bypass road) of the city of Kemerovo along the federal highway R-255 “Siberia” was completed to remove transit transport from the city.
Irkutsk region:
The Ministry of Ecology of the Irkutsk Region said that in order to reduce pollution in the region, Baikal Energy Company LLC carried out a major overhaul of the electric precipitator at CHPP-7, decommissioned the Galachinskaya boiler house with the transfer of capacity to CHPP-6, and modernized electric precipitators and battery cyclones at the CHPP. -6, measures have been implemented to improve the quality of the fuel used.
“As a result of the measures taken, the reduction in the total volume of emissions in Bratsk amounted to 12.8 thousand tons (11.4%) from the 2017 level, the reduction in emissions of hazardous pollutants – 4.1 thousand tons (12.6%) from 2017 level. Including due to the implementation of measures at CHPP-6 and CHPP-7, emissions were reduced by 928 tons”,” the department said.
Today, the state program for the three-year period 2024–2026 provides more than 10.1 billion rubles, of which 4.3 billion rubles for 2024, 3.5 billion rubles for 2025 and 2.3 billion rubles for 2026.
“By sources of financing: 56.4% of the total financial resources of the program are funds from the regional budget in the amount of 5.7 billion rubles. A significant contribution, or 38.6%, comes from extra-budgetary sources – the own funds of enterprises in the amount of 3.9 billion rubles, which are aimed at achieving a single goal of radically reducing the level of air pollution in the city of Bratsk, a participant in the federal project “Clean Air”. 248.9 million rubles were raised from federal budget funds for the purposes of the state program, and 249.6 million rubles from local government funds,” – the ministry clarified.
In all cities in the region, public transport is being updated and replaced with more environmentally friendly ones. Also in the Irkutsk region they pay attention to the processing and disposal of MSW. 1.5 billion rubles were allocated for these purposes.
Novosibirsk region:
In the Novosibirsk region, one of the most polluted cities is Iskitim, which was included in the Clean Air program. The capital of Siberia itself is polluted due to road transport and numerous traffic jams. In order to reduce traffic congestion in Novosibirsk, projects to build new roads and metro stations are being considered.
Also, one of the main problems of Novosibirsk is unauthorized landfills.
